i can't configure proxy server settings in internet explorer

hello
i have a problem with my internet explorer for windows ME and windows XP pro.
when i configure internet explorer to use a certain proxy and close property
section
and try to see if the configuration i did is exist or not, i find out
internet explorer return to the previouse configuration before i did.
i mean default configuration with default proxy 127.0.0.0:6711 but i changed
to another proxy. i dont know to do to configure proxy server settings
by the way my computer on a home network and this computer has a network card
and a dial-up modem card and this computer configure to distribute internet
to other computers.
